Tribal Engagement Committee
The Tribal Engagement Committee o
versees IAGA engagement initiatives with North America's tribal operations, working with the Board and the Executive Committee to further the Association’s purpose of “connecting expert advisors through shared experiences and education to influence the advancement of global gaming.” The Committee’s duties include:

  • Determining the Association’s participation and support of key tribal events and conferences;
  • Identifying additional opportunities for IAGA to extend its support of its tribal members and their respective gaming markets; and
  • Identifying potential new members who will strengthen and diversify IAGA’s industry representation.



          LORETTA TUELL, Chair, is the managing principle at Tuell Law. She has practiced in the arena of federal Indian law and policy in Washington, D.C. for more than 20 years. In September 2017, she relocated to southern California and established Tuell Law. Her practice focuses on American Indian law, governmental law and policy, and gaming matters. In the private legal sector, Loretta was most recently a Partner at the international law firm, Greenberg Traurig, L.L.P.


         

JENNIFER CARLETON is Sightline Payments' first Chief Legal Officer. Before joining Sightline, she was in-house counsel for an Indian casino for a decade and then spent 14 years in private practice as adviser to some of the premier public and private gaming and investment companies in the world. Working in gaming her entire career has enabled Jennifer to develop a unique expertise in payments, mobile, internet and sports gaming, as well as an insider’s familiarity with the unique issues that arise when technology and regulation intersect. 

         

RORY DILWEG, Mashpee Wampanoag Tribal Gaming Commission Chairman, represents Indian tribal governments and TGRAs throughout the United States in all aspects of the law, including gaming, economic development, construction, housing, taxation, corporate issues, health care, child welfare, grant writing and compliance, and negotiations with state and local governments. He has led and participated in gaming compact negotiations in Wisconsin, California, and Arizona and acted as lead negotiator for intergovernmental agreement discussions in all three states that impact the development and expansion of tribal gaming facilities, as well as the regulatory framework for gaming in those states. 
 

         

MICHAEL KIM is a founder and Co-Managing Partner of GGHM. He is also Chairman and CEO of Legend Rock Capital, a private investment firm that makes select investments across the global gaming, hospitality and real estate sectors and whose affiliated entities previously acquired, owned and operated the Sparks Nugget, a 1,382 room/1,100+ employee integrated casino resort in Northern Nevada which generated $80mm+ of gross revenues. He has broad operational, banking and capital markets transaction experience and proven expertise in real estate, gaming and hospitality matters.

         

JAMES MAIDA Esq., is President and CEO of Gaming Laboratories International (GLI®) a global gaming testing and consulting company with 24 locations with more than 1,500 employees. He has testified as an expert witness in numerous gaming cased on both the federal and state level, including appearances before the U.S. Congress. Among his multiple accolades, he has received the New Jersey Ernst and Young Entrepreneur of the Year, received the Oklahoma Indian Gaming Association with its prestigious Modern-Day Warrior Award, and has been inducted into the AGA Gaming Hall of Fame and the Mississippi Gaming Hall of Fame.

         

R. RANDALL RICARDO, is General Counsel at FireKeepers Casino Hotel in Battle Creek, Mich., has appointed R. Randall Riccardo as its general counsel. With a legal career spanning more than three decades, including roles at Wind Creek Casino and Resorts and as a partner at a New York City law firm, Riccardo brings extensive expertise in gaming, corporate law, and intellectual property. Riccardo is also a longstanding member of the Silicon Valley legal community and has represented a diverse range of clients, from tech giants to start-ups, in matters including internet law, licensing, and intellectual-property issues.
