Governance Committee
The Governance Committee helps our Board and Executive Committee establish and oversee policies and procedures that govern the operation and organization of our Association to ensure we are upholding our purpose via appropriate activities and initiatives. This committee is chaired by IAGA Trustee A.G. Burnett.  


     

GREG BROWER, Chair, is Wynn Resorts' Chief Compliance Officer. He was formerly a Brownstein Hyatt Farber Schreck Shareholder focusing on litigation, government investigations and regulatory and cybersecurity matters. His federal government experience includes service as the U.S. Attorney for the District of Nevada, as FBI Deputy General Counsel and as US Government Publishing Office Inspector General. He was also a Nevada Legislature member, Chairman of the Senate Judiciary Committee and a Gaming Policy Committee member.

     

JEFF BARBIN a Partner with Phelps Dunbar practices in business and finance with an emphasis on business transactional and regulatory matters, specifically focusing on gaming transactions requiring local gaming regulatory approvals and other complex transactional and regulatory matters, often working closely with the firm’s gaming lawyers in Mississippi to achieve efficiencies for the client in both jurisdictions. In this context, he has represented casino operators, management, investors, lenders, manufacturers and other vendors in their Louisiana gaming regulatory matters.

     

JOHN HAGAN, Managing Partner of Harris Hagan, specializes in all aspects of online and land-based gambling law and advises many of the world’s largest online and land-based gambling businesses as well as many start-ups, investors and leading law firms. John has extensive gambling law, regulatory and licensing experience having advised major international clients on matters ranging from license applications, compliance investigations and license reviews to transaction due diligence, corporate investments and transactions and complex group restructuring.

 

       

LUKE ORCHARD is a corporate compliance and risk management executive with more than 25 years’ experience. He oversees IGT’s corporate compliance, regulatory operations, enterprise risk management and security for all of the company’s gaming, lottery and digital businesses. Luke has spent most of his career managing global compliance teams, specializing in overhauling processes and implementing solutions to strengthen compliance and optimize operations, as well as navigating complex transactions and crises.

 

     

ELLEN WHITTEMORE is a leader within the global hospitality and gaming industry, most recently as the Executive Vice President, General Counsel and Secretary of Wynn Resorts where, prior to retiring, she was an integral member of the executive team and a partner to the Board in its strategic decision-making and shareholder engagement efforts.  During her tenure at Wynn Resorts, she helped the company successfully renew its concession to operate its integrated casino resorts in Macau, People’s Republic of China and be awarded the first license to operate an integrated casino resort in Ras Al Khaimah, United Arab Emirates.
