Asia Pac Advisory Committee
The Asia Pac Advisory Committee oversees IAGA's initiatives and progress within the region to: 

  • Help grow IAGA’s regional membership by identifying new members for each of our advisory segments (legal, advisory, financial, operational, manufacturing, regulatory)
  • Help secure annual and regional event sponsorships that support our members in the region
  • Support the region's unique interests and needs by identifying timely topics for discussion that can be discussed on webinars, in media editorial and at IAGA supported conferences 
  • Drive other initiatives and member participation in the region and advise on our support of regional trade show conferences
RUI PROENCA, Chair, is MdME’s Managing Partner and key contact in its gaming sector practice. Rui is recognised as a Band 1 practitioner in Chambers and Partners Gaming APAC, and often advises casino operators, sports betting companies, technology providers, and gaming investors on a broad range of commercial and regulatory matters. He has also assisted governments in emerging markets in developing their gaming policies and regulatory frameworks. Rui is a member of the Board of Trustees of the International Association of Gaming Advisors (IAGA).


PEDRO CORTES is currently Managing Partner of Lektou, a law firm with offices in Macau, Portugal and China, where he began his career as a lawyer in 2003. He has experience in gaming, corporate and M&A, capital markets, and banking & finance.  He is admitted to practice law in Portugal, Macau, Brazil (São Paulo), China (as a cross-border Macau Lawyer) and in East Timor. Pedro is recognised as a leading lawyer by Chambers (band 1), IFLR1000 (market leader), Asialaw (distinguished practitioner) and Legal 500 (leading individual), and was distinguished as one of Asia Best Lawyers by IFLR (2021 and 2022).
KELLY GASS has over 20 years of professional experience providing financial and business solutions and expertise to companies both domestically and abroad. Having served in numerous interim senior management roles in takeover or troubled asset situations as well as under normal operating conditions, Gass has significant experience liaising with governmental and regulatory authorities in over 35 jurisdictions and is recognized for her extensive expertise in operational, transactional and financial matters.
 






 JUSTIN KOH is Vice President and Associate General Counsel for Marina Bay Sands in Singapore.
MARIE ANTONETTE "TONET" QUIOGUE is the Founder and CEO of Arden Consult, a premier advisory firm specializing in gaming regulation, strategy, and compliance across Asia-Pacific. Widely regarded as one of the Philippines' foremost authorities on gaming law, she advises multinational clients on transactional, corporate, and regulatory matters spanning both land-based and iGaming sectors. Tonet is ranked as a Thought Leader in Gaming in the Lexology Index (December 2025) and by Chambers and Partners (Asia-Pacific 2026) for Gaming & Gambling. Before founding Arden Consult, Tonet co-headed the telecommunications, media, and technology (TMT) practice and led the Gaming practice at a leading Philippine law firm. 
  DAVID RITTVO
